The move comes after the hospitality sector has been closed for months and thankfully this will not involve a curfew or requirement for alcohol to be accompanied by a substantial meal - say goodbye to the Scotch egg debate. It should be highlighted that only outdoor service will be permitted, such as in beer gardens and external restaurant seating, and ordering will need to occur when seated. Fortunately, spring has sprung, seeing warmer, sunnier days that will hopefully allow for enjoyable drinks, dining, and socialising. Beneficially, the temporary pavement licences scheme, letting these venues set up tables and chairs on public highways to facilitate social distancing and enable al fresco dining, has been extended by a year, meaning outdoor capacity can be scaled up quickly, while the right for pubs to put up marquees without planning permission will continue for up to two months. Communities Secretary Rt Hon Robert Jenrick MP has also stated that there will be greater flexibility for land to be used for temporary events, and planning freedoms to allow outdoor markets, pop-up car-boot sales or summer fairs without the need of a planning application, all with the aim to “support hospitality businesses to trade in these challenging times, helping to protect jobs and livelihoods.” With the reopening of the outdoor areas of pubs, venues have been flooded with booking requests with people desperate to get out of the house. If you are planning on popping to a pub, restaurant, or cafe, though, it is important to bear in mind that the Rule of Six will apply for groups from different households or, alternatively, a group made up of two households can meet. Only 40% of hospitality businesses have an outdoor area and, in some cases, this is little more than a table and a couple of chairs. Outdoor only opening initially just does not work for huge numbers of businesses. Enforcing table service, plus the rule of 6 and a maximum of two households will see businesses trading below sustainable levels - though it is a relief to see the back of the curfew and substantial meals.” The next step on the cards is currently due to begin on 17 May, when indoor service can once again be offered. At this point, most restrictions on meetings outdoors will be lifted, subject to a limit of thirty, and friends and family can meet again indoors generally - subject to the Rule of Six or the meeting of two households. Furthermore, cinemas, children’s play areas, theatres and concert halls, and sports stadia can reopen, subject to capacity limits depending on the size of the venue. Transitioning to any new step easing restrictions however will be subject to four tests from the Government; considering whether the vaccine rollout is successfully continuing, if there is evidence that vaccines are effectively reducing hospitalisations and deaths, if infection rates are risking a surge in hospitalisations, and any new concerning variants of COVID-19. If the projected timeline is able to go ahead, the final step of the Government’s roadmap will begin no earlier than 21 June, where all legal limits on social contact would be removed, and on weddings and other life events. Everything up to and including nightclubs, will be reopened.
