The shortened break not only helps withchildcare arrangements, but allows adequate off-peak time forfamily holidays. If the model was adopted by more schools nationwide, itwould help bring down the rising truancy figure. But more thanthat, the extra time would improve learning. The truncatedholiday sees students at White’s Wood and Mercer’s Woodreturning in late August, rather than early September. Theadditional weeks have been added to terms in September andNovember, along with two additional weeks in May. The educational climate in Lincolnshire, however, is far fromexemplary. Amidst the closure of the historic Brocklesby ParkPrimary School near Grimsby and the proposal to close the onlysecondary school in Mablethorpe, is the overall slipping standardsof schools across the county. The problem is being blamed onteaching cuts and, by extension, the national teacher shortage. Currently, three out of four local education authorities inEngland are experiencing a teacher shortage. 18 per cent of thosequeried by a Press Association survey claim the problem hasreached crisis level. Chief school inspector Sir Michael Wilshawhas gone so far as to blame TV shows like Grange Hill andWaterloo Road as putting would-be teachers off the profession.Never mind the increase in violent attacks against teachers. Theseemingly negative portrayal of teaching in pop culture is only apatsy; the more pressing issue is the lack of inspiring teachers. Those with a burning passion aren’t likely to be put off by thesoap opera comings and goings of Waterloo Road. Some schools are looking as far afield as Canada to fill70 LINCOLNSHIRETODAYEDUCATIONPHOTO: SHUTTERSTOCK.COM/SPEEDKINGZ68-71_Layout 1 17/08/2015 13:16 Page 3EDUCATIONvacancies, while others are targetinggraduates in Germany to meet demand, filling open positions or replacing thosewho have quit. Many of those who haveleft teaching roles recently, cite an‘attack’ on their profession by theconservative government as the biggestcontributing factor.Of course, with fewer teachers availableit’s less likely that an inspiring teacher willbe among them. Many fresh facedteachers are expected to learn more andmore on the job for less money. They aredifficult circumstances to stay motivatedunder, but the group that suffers themost are the pupils themselves. Researchshows that good teachers enhance pupilslearning better than good schools. That’snot to say that every teacher should jumpup on the table and give their best RobinWilliams impression, but the teacher playsa pivotal role in a child’s learning. Theschool is just window dressing. The effectof a good teacher accounts for almosthalf (40 per cent) of a pupil’s educationaloutcome. The school the pupil is enrolledat, on the other hand, only accounts foraround 7 per cent. A reliance on traditional teachingmethods might be more of a shackle thana crutch. Indeed, one of the most off-putting aspects for pupils - asidefrom mathematics - is thereliance on textbooks andprintouts in an increasinglydigital world. One recent studyfound that 1 in 10 young peoplehad never read a novel.Presenting learning as somethingother than a chore, then, isparamount. Incorporating digital media intothe education process could helpprovide the much neededmotivational spark that wouldhelp engage pupils. Throughoutthe country, the idea ofintegrating digital media withlesson plans has taken root. Theeducation edition of popularsandbox construction gameMinecraft teaches pupils aboutgeometry, geography, spacealawareness, team work andovercoming obstacles. In Northernto bridge the gap between community, leisure and education in partnership withlocal, regional and national organisations.Part of its mission statement as a keyYouth Music strategic partner involvesworkshops, events and activities inschools and colleges across the county, helping youngsters to overcomedifficulties in their lives and engage with alearning environment. One of their recentcourses - Using folk music to enhancelearning in schools - invited teachers, educators and artists working in primaryand secondary schools to gainknowledge, skills and resources to startimplementing folk song and music intheir teaching methods. For almost twenty years, the emphasishas been on the structure of schools, be itturning them into academies, the influxof free schools or the continualreappraisal of examination aboveeverything else. The teacher shortage andrising truancy figures might reveal aneducational system in peril, but the effectof digital media, enthusiastic learningmethods and shortened summer holidayshas already seen terrific results inLincolnshire. It’s about time the rest ofthe country caught on. Ireland, a tech project will make thegame available to every post-primaryschool to boost creative writing andengross pupils in city planning. Now,that’s more like it. In Lincolnshire schools, however, digitalmedia is being used in an altogetherdifferent way. Developed withinLincolnshire’s existing Children’s Services,Virtual School for Looked After Childrenoffers remote, computer based learning. It’s an organisational tool which enablesthe effective coordination of educationalservices for looked after children, strategically and operationally - think aschool within a school. It offers practicalsupport on day to day issues and thefundamentals of learning, includingreading, homework and contactingschool. As well as offering individualinterventions to help all young peopleachieve their potential, it also providessupport and advice during stressful timeslike the transition to secondary school. It’sa novel and inviting approach which hasnumerous benefits for all children, with aparticular emphasis on those with specialeducational needs. Under s185 of the RoadTraffic Act, a vehicle is defined as “a mechanically propelledvehicle intended or adapted for use on a road”. Thus, vehiclesbeing used solely on private land would not have neededinsurance, unless they ventured onto public roads. Thedefinition of “public road” was also open to question - did itcover bridleways for instance? It meant that someone injuredin a collision with a quad bike on a private farm track mayhave been unable to claim compensation as there was noinsurance to cover the vehicle owner - assuming it was theirfault, of course. The case of Vnuk-v-Trigalev (C-162/13), heard in theEuropean Court of Justice in September 2013 changed that, inconjunction with Article 3(1) of the 1st Directive on MotorInsurance and the 6th Motor Insurance Directive 2009(2009/102/EC). Now, because of this case and the Directives, any vehicle may need compulsory insurance if it:- is intended for travel on land and propelled by mechanicalpower;- is in any geographic location, including private property;and- is being used for any function consistent with the “normalfunction of that vehicle”Mr Vnuk was injured when a trailer on a tractor hit a ladderin a barn where he was loading hay and he fell. At first hisclaim was not accepted as it was thought the employersinsurance only covered the vehicle being used on public roadsas transport, not as farm machinery. But the European Courtthought differently and as aresult, it appears that the scopeof compulsory insurance forvehicles has been extended interms of where the vehicle isTakecoverIt is essential that owners of any sort of mechanisedvehicle used anywhere check with their insurers whetherthey have suitable coverA Slovenian case has helped anEnglish rider, Ms Sarah Roberts, wincompensation in an accident claim.A Slovenian case has helped anEnglish rider, Ms Sarah Roberts, wincompensation in an accident claim.Takecover72-73_Layout 1 17/08/2015 13:32 Page 1being used and for what function.Ms Roberts was injured when a motorbikecame too close to her horse on a bridleway andspooked him. She fell and broke her ankle. Herclaim was rejected by the Motor Insurers Bureau,a public body which exists to providecompensation for those injured by uninsured or untraceddrivers or bikers. They said the bike would not have neededinsurance as it was not likely to be used on a road. It was alsoargued that a bridleway was not a “public place”.Referring to Vnuk, her solicitors successfully argued that thebike, which had L-plates displayed, was now covered by law asa vehicle needing insurance and that it was needed on anyland, not just a “public place”.This case will have far reaching consequences. The RoadTraffic Act 1988 will probably have to be amended to reflectthe Directives. Meanwhile, it is essential that owners of any sortof mechanised vehicle used anywhere check with their insurerswhether they have suitable cover. Private assets could be at riskof being seized to pay compensation if not.LINCOLNSHIRETODAY73EQUINEPHOTO: SHUTTERSTOCK.COM/GEORGE DOLGIKHPHOTO: SHUTTERSTOCK.COM/STEVE HEAP72-73_Layout 1 17/08/2015 13:32 Page 274 LINCOLNSHIRETODAYCOUNTY MOTORINGVolkswagen Passat GTE SaloonThe new VW Passat is one of the mostpioneering business-cum-family sized carsto hit Britain. On motorways the GLE comes into itsown, but we can also vouch for asublimely comfortable drive on Lincoln’sA and B roads too, as the experience ismore akin to an S Class Mercedes thanan SUV. The torque from these powerfulengines, is put down equally to all fourwheels and makes it surprisingly agile, despite the vehicle’s sizeable dimensions. On our test car, we had Mercedes’adaptive air suspension, which I love, andhave fitted to my own car as it irons outall the bumps and hollows on the roadsand, for my money, provides unequalleddrive quality. The GLE has stiff competition thoughand to win hearts, Mercedes have goneall-out on creature comforts. All thematerials feel top quality as do theswitches and controls, and the high-setcolour screen, which features sat-nav asstandard on all models, is a nice touch. We also loved the 360 degree camerafitted to our model which makes parkingand manoeuvring in tight spots fool-proof.
